The waste management company Abfallwirtschaftsbetrieb Landkreis Emsland (AWB) has so far fitted around 170,000 residual waste and organic waste garbage cans with a chip and a white so-called identification sticker. The identification sticker attached to the side of the bin indicates that the bin is fitted with a chip. The waste disposal vehicles have also been equipped with the necessary readers, meaning that the identification system has been in regular operation since July 2015. This means that from now on, only residual waste and organic waste garbage cans with a chip will be emptied.
After all residual waste and organic waste garbage cans were fitted with a chip in a nationwide campaign in 2014, all paper garbage cans and paper containers will be fitted with a chip between March and May 2020.
Over the coming weeks and months, all property owners will be successively informed in writing. The AWB asks all citizens to provide paper garbage cans and paper containers for chip equipment on the date specified in the letter. This also affects paper garbage cans that are labeled with a logo, for example of a charitable organization (Kolping, Cape Kids). Landlords are asked to inform their tenants accordingly and to ensure that the paper bins used at the rental property are ready for fitting on time. As soon as the white identification sticker with the year 2020 has been affixed to the left-hand side of the bin, equipping is complete. Of course, the paper bins can be filled as usual during the equipping phase.
The chip equipment of the paper garbage cans is primarily used to keep an inventory of all paper bins used in the district of Emsland. This makes it possible to trace where paper garbage cans are located, which ones may have been mixed up or whether and when they were emptied. The so-called identification system for waste garbage cans basically enables more efficient collection planning, better utilization of the collection vehicles, thereby reducing CO² emissions and improving customer service. Despite falling revenues from the marketing of waste paper, the introduction of a waste fee for privately used paper garbage cans and paper containers is not currently planned.

The chips are made of plastic and are resistant to moisture, heat and frost. As they are mounted horizontally, they are not damaged during cleaning.
