Even when it comes to waste, you can’t do without rules.
You can dispose of recyclables and waste at these landfills, some free of charge, some for a fee. This means that everything that does not belong in the gray residual waste garbage can, in the waste paper, the yellow bag, at the recycling center or in the hazardous waste mobile can be taken to the landfill!
The district of Emsland has the following basis for this:
Abfallwirtschaftsbetrieb Landkreis Emsland acts within the framework of the legal regulations of the European Union (EU), the Federal Government and the State of Lower Saxony.
The EU issues regulations that contain generally applicable legal principles and are directly binding in all member states. EU directives stipulate binding targets for all member states; the form and means of implementation are left to the member states themselves.
The most important German law in terms of waste management is the “Kreislaufwirtschaftsgesetz (KrWG)”. The basic idea behind this law is to promote the circular economy: by avoiding waste in accordance with the principle of product responsibility and through the obligation to achieve high-quality waste recycling, as little waste as possible should be removed from the cycle. What nevertheless falls out of the cycle must be disposed of in an environmentally friendly way.
The law also defines waste management terms and regulates the general legal obligations of households and commercial enterprises. A large number of ordinances regulate further relevant waste management requirements.
The Lower Saxony Waste Disposal Act (NAbfG) is dedicated to issues relating to the organization of waste disposal: It defines the bodies responsible for waste disposal and the enforcement authorities, formulates the requirements for municipal waste statutes and provides the framework for municipal cooperation in waste disposal.
