Calculation of fees for residual waste according to the polluter-pays principle

As you know, only non-recyclable residual waste, such as hygiene waste, vacuum cleaner bags or cigarette butts etc., belongs in the gray residual waste garbage can. Thanks to consistent waste separation and sorting, there is very little left that needs to be disposed of in the residual waste garbage can. However, many gray garbage cans still contain over 60 percent recyclable materials, such as organic waste, packaging waste, glass and paper. The new billing system is intended to motivate people to avoid waste and conserve resources. As a result, the new waste fees are much more closely aligned with the principle of fairness to the polluter than before.

Save money by sharing garbage cans with your neighbors or – instead of one large residual waste garbage can – combining a residual waste and organic waste garbage can, as a combination is often cheaper.

Why is the calculation system for the residual waste garbage can being changed?

The fee increases are unfortunately unavoidable due to rising operating costs. At the same time, the emptying-dependent fee calculation is intended to provide an incentive for waste avoidance and waste separation – because those who put their residual waste garbage can out for collection less frequently may be able to keep waste fees stable. Conscious, low-waste purchasing behavior alone can make a significant contribution to resource conservation and climate protection in every household. Consistent waste separation through the use of organic waste garbage cans or proper home composting, recycling garbage cans, paper garbage cans and used glass containers helps to conserve valuable resources. As a result, residual waste garbage cans are filled less often and need to be emptied less frequently. Low-waste consumer behavior and waste separation therefore pay off.

The AWB Landkreis Emsland grants a fee reduction for families and people in need of care under certain conditions.

How often is the residual waste garbage can emptied?

It is not necessary to apply for a reduction in emptying. The collection vehicle will continue to visit you every 2 weeks on the dates marked in the collection calendar, but you now have a choice: if you no longer put the residual waste garbage can out on each of the fortnightly emptying dates, you will pay less.

However, if required, there is an individual option to have up to 26 residual waste collections per year (emptied every 14 days). Additional charges are incurred for the 11th residual waste collection and each additional collection.

Families with children under the age of 3 and people in need of care may be eligible for a fee reduction under certain conditions.

Fee reduction The waste fees for the organic waste garbage can remain unchanged. The volume fee applies, i.e. a fee that is calculated depending on the size (in liters) of the organic waste garbage can. This includes the fortnightly emptying according to the collection calendar. The paper garbage can and the new recycling garbage can are emptied four times a week and are free of charge.

Please do not compact residual waste in the garbage can!

Each emptying is registered and included in the fee calculation – even if the container cannot be completely emptied during the tipping process. In these cases, no entitlement to free re-emptying can be granted. Therefore, please always put your residual waste container out for emptying with the lid opening facing the street, with the container lid closed and the contents ready to pour.

How are the residual waste empties determined and calculated?

The chip in the residual waste garbage can records each emptying and assigns it to the corresponding address. In future, each household will be able to influence the amount of waste charges itself by the number of bins emptied.

The waste charges for the residual waste containers are made up of a basic charge and a service charge.

Irrespective of actual usage, at least 10 empties are charged (= minimum empties). Depending on requirements, additional emptying times per year can be used individually (26 emptying times = fortnightly emptying).

Additional charges apply for more than 10 minimum empties: An additional service fee is charged for each additional emptying (see sample calculation).

Waste fees for the organic waste garbage can are charged additionally:

The volume fee and the size are freely selectable. Emptying continues to take place every 14 days.

Similar to the billing principle you are familiar with from gas and electricity suppliers, the amount of waste charges is also calculated: By payment on account and peak billing. In 2025, the number of residual waste empties in 2024 will be used as the basis for calculating the quarterly advance payment in 2025. The waste fee notice for 2025 will be sent to all property owners by mid-February. You will receive an annual waste fee notice with the final statement for the previous year. This also lists the number of residual waste empties for the previous year. The higher the number of residual waste empties, the higher your waste charges will be.

Tip: You can view all registered residual waste empties via the online customer portal. Alternatively, you can mark the collection dates used, for example in the collection calendar.
